There is a bunch of ways to make a clamp that can hold a board to be tested against a pogo pins. This design is easy to make and has worked well for me. 
AssemblyCut one 2-inch piece and one 8-inch piece of wood. Place the 2-inch piece on top of the 8-inch piece, apply some wood glue and clamp in place. (I use some screws to hold it into place, but that is entirely optional.) Place the toggle clamp and mark where to drill holes. Remove clamp, drill holes big enough for 4mm screws all the way through. Take a half-inch spade bit and drill out the holes from the bottom a bit. Put toggle clamp back, insert M4 bolts and place nuts on the bottom and tighten. Done.
SubstitutionsAny piece of wood 25mm to 40mm should work, but you may need to adjust the lengths of the bolts to match. Bigger bolts probably works, or you could use wood screws to hold the clamp in place. Wood could be substituted for anything non-conductive, and probably any clamp you find will work as long as it has a non-conductive plunger.Problems? Questions? Suggestions? Check out The Crucible.
